United will invest when they believe a top target can be acquired, per the Daily Mail.
However, they will also encourage new boss Erik ten Hag to look to the youth team and returning loanees to bolster his first-team squad.
United want to ensure they are not repeating previous transfer windows, when exorbitant amounts of cash were spent on players who were barely improvements on the ones already present at the Old Trafford club.
